American Brokers Ukraine Discussions in Abu Dhabi as White House Seeks for Settlement
Diplomatic negotiations involving US, Moscow, and Kyiv delegates are underway in Abu Dhabi this week, representing the latest phase in initiatives to forge a resolution to conclude the continuing conflict in the region.
Key Representatives and Opening Talks
US Army official the US representative apparently held talks with a Russian delegation on the eve of the talks, with negotiations proceeding into the following day.
“Discussions are progressing positively and we maintain hope. The Secretary remains in close coordination with the administration throughout these proceedings,” an official representative remarked.
Ukraine’s military intelligence chief, the head of military intelligence, was scheduled to take part in the proceedings, though details were vague whether face-to-face talks with Moscow’s representatives would occur or if separate one-on-one sessions would be conducted.
Identity of the Moscow team was not immediately clear. “I have nothing to say. We are following the media reports,” a Kremlin representative told official outlets.
Background and Revised Proposal
These meetings come after prior negotiations in Switzerland where US and Ukrainian representatives modified a draft American plan for ending the conflict.
Russia has so far not approved the latest iteration of the proposal and is not expected to agree to many of the Ukrainian changes.
Russia’s top diplomat, the Russian diplomat, declared that any revised agreement must reflect the “intent and text” of what was covered during earlier high-level meetings between the two countries.
Global Responses and Concerns
EU leaders are apparently finding it difficult to stay engaged in the negotiations as American representatives drive the efforts.
The Finnish leader, Alexander Stubb, who has emerged as a primary contact between Washington and European leaders, commented that the next few days would be crucial in attempts to secure a resolution.
He allegedly spoke with Volodymyr Zelenskyy and the alliance representatives, stating that “Decisions about Ukraine’s future rest with its people, and with European security falling under Europe’s purview.”
At the same time, the French president, the French official, cautioned against a peace deal that would amount to a “surrender” for Ukraine.
“The current proposal indicates what Moscow might find acceptable. However, must Kyiv and European nations consent to these terms? Absolutely not,” he stated.
Specifics of the Initial US Plan
The US plan was originally made up of numerous clauses and was based on dialog between US and Moscow officials, with input from Ukrainian security officials.
Major aspects of the plan allegedly included:
- Ukraine ceding territory currently occupied by Russia
- Further regions that would be expected to be voluntarily given up

American official reportedly traveled to Kyiv to inform the Ukrainian president on the proposal and demand quick acceptance.
This demand, combined with the leaking of the plan, reportedly took by surprise Kyiv and EU officials.
Zelenskyy reportedly that the country was facing one of the toughest moments in its existence and was being compelled to choose between “losing our dignity or losing a key ally.”
Subsequently, the US official briefed alliance representatives on the plan in the capital, with one attendee labeling it as “a nightmare meeting” and noting that European ambassadors were shocked by both the content and tone of the presentation.
The US administration later moderated its position, indicating that the comprehensive plan was an “opening point for discussion” rather than a final demand.
Military Developments During Negotiations
As diplomatic talks continue, Russian forces has continued its nightly attacks on Ukraine’s urban centers.
Moscow’s forces allegedly launched numerous of projectiles and many of drones at targets in and around the capital, according to Ukrainian sources.
The Ukrainian president stressed that the Kremlin must not feel it could win the war while negotiations were underway.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Sanctions and pressure on Moscow must yield outcomes,” he stated.
Kyiv’s mayor reported that seven people had been fatally injured in the recent assault on the city.
